Prime Development was founded in 1966 by Clay Blair. Starting as a land acquisition and consulting company, it expanded into development in response to the population and economic growth of Johnson County, Kansas. The company has developed retail, apartments and residential projects. Its primary focus for the past decade has been the creative development of new home residential neighborhoods.

It has also provided leadership for the Johnson County Visioning Committee as well as the chairmanship for both the Kansas Board of Regents and the Kansas Bioscience Authority.
